BJP MP Mahesh Jethmalani said TMC members came up to Hardeep Singh Puri and started shouting at him and assaulting him. “It was appalling behaviour,” said Jethmalani. They attempted to snach the papers from Ashwini Vaishnav’s hand and tried to tear it, he added.

Farmers protest agriculture laws near Parliament

More than 200 farmers demonstrated Thursday near Parliament to mark eight months of protests against agricultural laws they say will devastate their livelihoods. The protesters waving white, green and orange flags arrived in police-escorted buses from an expressway outside New Delhi where thousands of farmers have hunkered down since late November to voice their anger against three laws passed by Parliament last year.

Police are allowing them to congregate for protests each day until 9 August at Jantar Mantar, the main area in New Delhi for protests close to Parliament. The protests coincide with lawmakers meeting for Parliaments monsoon session. “We have capped the number of people who will be protesting at 200, said Darshan Pal, a farmers leader.

TMC MPs tore papers as Vaishnaw read statement

Opposition TMC MPs on Thursday tore papers and flung them into the air, throwing the Rajya Sabha into bedlam as IT Minister Ashwini Vaishnaw read a statement on the alleged snooping using an Israeli company spyware Pegasus. 

TMC and other Opposition party members rushed into the well of the House as Vaishnaw was called to make a statement over the issue. They shouted slogans and tore papers that appeared to be copies of the statement that the minister was to make.As papers were flung into the air, the minister could not complete his statement and instead laid a copy of it on the table of the House.

Deputy Chairman Harivansh asked members to desist from unparliamentary behaviour, before adjourning the proceedings of the House for the rest of the day. Opposition MPs had stalled the proceedings in the earlier part of the day as well, forcing two adjournments with not even officially listed papers being allowed to be laid. They shouted slogans over alleged snooping and other issues.

Lok Sabha proceedings were adjourned for the third time on Thursday following sloganeering by Opposition members over various issues. As the House reassembled at 2 PM, Bhartruhari Mahtab, who was in the Chair, asked the protesting members to go back to their respective seats and engage in discussion. As they did not relent, the House was adjourned till 4 PM.

Anurag Thakur urges people to cheer for athletes going for Olympics

Union Sports Minister Anurag Thakur along with other MPs showed a ‘victory punch’ and chanted ‘Jai Hind’ as they cheered for the Indian athletes and players participating in Tokyo Olympics.

The Minister also urged people to shoot videos to encourage the Indian contingent. “We want to encourage and motivate our athletes participating in Tokyo Olympics. We want to tell players that every individual of the country is with them. MPs from different parties cheered for them when they came out of Parliament,” he added.

200 farmers reach Jantar Mantar

A group of 200 farmers reached Jantar Mantar in central Delhi on Thursday to protest against the Centre’s three contentious farm laws as the Monsoon session of Parliament was underway. Police threw a ring of security around central Delhi and kept a tight vigil on the movement of vehicles.

Although the SKM had said that their protest at Jantar Mantar would continue till the end of the Monsoon session of Parliament on August 13, the lieutenant governor has given permission for protest till August 9.

Essential Defence Services Bill sought to be introduced in LS

Minister Ajay Bhatt sought to introduce Essential Defence Services Bill, 2021 in the Lok Sabha, which was opposed by MP NK Premachandran.

Premachandran said the Bill violates fundamental right of civilian workers of defence services to strike, and unilaterally curtails their rights. He also said a Bill cannot be introduced when the House is not in order.

The government said it has no intention to harm anyone.

Inland Vessels Bill introduced in Lok Sabha

Union Minister Sarbanand Sonowal introduced Inland Vessels Bill in the Lok Sabha. Kodikkunil Suresh, Manish Tewari, Hibi Eden, Adhirranjan Chowdhury and MK Raghavan opposed the Bill.

The Bill seeks to replace the Inland Vessels Act, 1917. A key feature of the Bill is a unified law for the entire country, instead of separate rules framed by the States.

The Bill provides for a central data base for recording the details of vessel, vessel registration, crew on an electronic portal. It requires all mechanically propelled vessels to be mandatorily registered. All non-mechanically propelled vessels will also have to be enrolled at district, taluk or panchayat or village level.

Andhra Pradesh MP raises Krishna water dispute

An MP from Andhra Pradesh said Telangana started the Palameru irrigation scheme without prior permission, adding  to the questions between Andhra Pradesh and Telangana over the Krishna river dispute.

Water Resources Minister Gajendra Singh Shekawat said that as per the AP Reorganisation Act, Krishna and Godawari Water Boards have been set up. Both the states have ignored the Central Water Commission and started multiple projects. This is the reason for the dispute, he said.

To a question on drinking water connection, Water Resources Minister says it primarily the states’ responsibility.

Lok Sabha Speaker Om Birla adjourned the House’s proceedings till 12 pm after Opposition members resorted to sloganeering and trooped into the Well, protesting the Pegasus scandal and the government’s inaction over the three contentious farm laws.

Centre’s wong decisions killed 50 lakh people: Rahul Gandhi

Congress leader Rahul Gandhi said that the truth is that the central government’s wrong decisions during the second wave of COVID-19 killed 50 lakh of “our sisters, brothers, mothers and fathers”.

While AAP MP Bhagwant Mann moved an adjournment motion notice for withdrawal of farm bills, Congress MPs Deepender Singh Hooda and Pratap Singh Bajwa have given a Suspension of Business notice under rule 267 on the issue of farmer’s agitation.

IT minister to speak on Pegasus at 2 pm

Electronics and Information Technology Minister Ashwini Vaishnaw will issue a suo motu statement on the Pegasus row in the Rajya Sabha at 2 pm. The minister is also among the list of people targeted by the spyware. Multiple adjournments in the Parliament session that began on 19 July were witnessed due to furore over the Pegasus row.

Meanwhile, the Parliamentary Standing Committee on Information Technology will be holding a meeting on 28 July to discuss the recent revelations made in the Pegasus Project.

Farmers to hold Kisan Sansad at Jantar Mantar

Security has been tightened at Delhi’s Jantar Mantar as farmers prepare to gather there in protest against the farm laws. 

“I, along with eight others (protesting farmers) will leave for the Singhu border, and then will go to Jantar Mantar. We will hold ‘Kisan Sansad’ at Jantar Mantar. We will monitor Parliament proceedings,” BKU leader Rakesh Tikait said.

Notices by CPI, Congress MPs over oxygen scarcity, farmers’ protest

CPI Rajya Sabha MP Binoy Viswam moved a privileged motion notice against an answer in the Upper House by Minister of State Bharati Pravin Pawar that no one has died because of non-availability of oxygen.

Meanwhile, Congress MP Manickam Tagore has given adjournment motion notice on the issue of discussion about prolonged agitation of farmers’ against anti-farmers’ Bill and direct government to withdraw it.

Both the Houses of the Parliament were adjourned till 2 pm, minutes after reconvening, as the Opposition raised an uproar over farm laws and the Pegasus row.

On the third day of the Parliament’s Monsoon Session, the Opposition is expected to raise the issues of farm laws, oxygen shortage and Pegasus row, which has been the cause of multiple adjournments since proceedings began on Monday.

Even as the Parliament session will continue to discuss these issues, farmers will be holding protests at Delhi’s Jantar Mantar and will hold ‘Kisan Sansads’ on each working day of the Parliament until the Monsoon Session ends.

No session had taken place in the Parliament on Wednesday owing to Eid-ul-Adha.

The Centre and Opposition parties were at loggerheads after after Union minister Bharati Pravin Pawar said that no deaths due to lack of oxygen were specifically reported by states and Union Territories during the second wave. Opposition parties have also hit out at the Centre since it came to light that the Pegasus spyware was used to snoop upon many political leaders, Supreme Court judges and journalists among others.
